Representative Phillips moved and asked unanimous consent that the             
House consider the Senate message (page 1134) on the following at              
this time:                                                                     
                                                                               
CS FOR HOUSE BILL NO. 55(FIN)                                                 
"An Act making appropriations for the operating and loan program              
expenses of state government and to capitalize funds; and                      
providing for an effective date."

SENATE CS FOR CS FOR HOUSE BILL NO. 55(RLS) am S(efd                          
fld S)                                                                         
"An Act making appropriations for the operating and loan program              
expenses of state government and to capitalize funds."                         
                                                                               
There being no objection, it was so ordered.                                   
                                                                               
Representative Phillips moved that the House concur in the Senate              
amendment to CSHB 55(FIN), thus adopting SCS CSHB 55(RLS) am                   
S(efd fld S), and recommended that the members vote no.                        
                                                                               
***The presence of Representative MacLean was noted.                           
                                                                               
The question being:  "Shall the House concur in the Senate amendment
